SoAR Foundation and the National Coalition for Food and Agricultural Research (NCFAR) are partnering to lead the development of recommendations for the 2023 Farm Bill. The partnership brings together the widest cross section of stakeholders across the food, nutrition, conservation, and agriculture value chain in support of research and development.

The farm bill, which Congress uses to set the food and agriculture policy agenda, is an important opportunity for policy creation to support the research that underpins our ability to confront global challenges. These challenges are ever present with the conflict in Ukraine and require immediate and long-term focus on climate-smart agriculture and nutrition security.

“With all the challenges facing agriculture, now is the time to strengthen our commitment to agriculture research,” said Karl Anderson, President of SoAR. “USDA-supported research tools, innovative solutions, and new technologies are needed to continue improving the economic and environmental sustainability of agriculture and rural America.”

“Only by leveraging our collective efforts will we amplify the immediate need to prioritize the Research Education and Economics mission in the farm bill in order to permit the discoveries necessary to regain our place as the global leader in agricultural research – supporting our food and national security,” said Laura Wood Peterson, Executive Director of NCFAR.

The farm bill has been the vehicle for previous efforts to advance food and agriculture innovation. The research title of the farm bill sets policy for U.S. Department of Agriculture (USDA) research, education, and extension activities. The research title includes critical programs at 1862, 1890, and 1994 land-grant institutions, competitive grant programs, and Extension. Past farm bills established the Agriculture and Food Research Initiative (AFRI) - the flagship competitively awarded grant program, the Foundation for Food and Agriculture Research (FFAR), and the Agriculture Advanced Research and Development Authority (AgARDA) pilot program.
